GRAND FORKS – While some members of the public might see dissenting votes from Grand Forks City Council members as a negative thing, some of the council members themselves see them as a sign of a “healthy balance” among the group.
Looking back on votes over one year’s time, council members cast 180 individual dissenting votes during meetings from Oct. 7, 2024, to Oct. 6, 2025. This does not include any votes where council members were unanimously against a motion.
Rebecca Osowski cast the most dissenting votes during that time period at 79, which account for almost 44% of the total no votes cast.
Osowski said most of her dissenting votes are related to things like tax incentive programs – 16% of votes cast from October 2024 to October 2026 were related to tax incentives and PILOT agreem
