COLUMBUS, Ohio — When a cocker spaniel service dog bit a child at a mobile home park while leashed to some playground equipment, the boy’s mother sued the dog owner and the landlord.

The case has raised a legal question about whether a landlord can be held liable.

Dog owners 10TV spoke to say if a dog bites someone, blame the owner.

“I definitely think it’s the owner — the landlord had nothing to do with that,” said dog owner Jeremey Aponte.

“The owner should be responsible for training their dog so it doesn’t bite people,” said Charlotte Kruse.

But that question — who’s legally responsible — was at the center of oral arguments before the Ohio Supreme Court on Wednesday.

The case hinges on a single word: harborer. At issue is whether a property owner can be considered a “harborer”
