WAYZATA, Minn. — A Twin Cities man is charged with threatening to kill a federal judge, after he was seen making copies of his so-called "manifesto" in a public library.
The charges against 72-year-old Robert Phillip Ivers are laid out in a 16-page criminal complaint, documenting a previous conviction for threatening to kill a judge and the sequence of events that brought the current allegations to light.
Court documents say law enforcement was called to the Wayzata Public Library on Sept. 3 after a librarian reported that Ivers was making copies of his manifesto titled "How to Kill a Federal Judge."
