NORFOLK, Va. — In Norfolk’s NEON District, some local business owners say they're losing business in part because of a major road work project.

The NEON District Streetscape Project aims to benefit businesses and residents with updated traffic signals and pedestrian signals, new street lighting, ramps and painted crosswalks for those with disabilities, new amenities such as seating and electric vehicle charging stations, and more.

However, some business owners say the project has been painful. 13News Now checked in with a few of those businesses about how they're doing as the work continues.

Jason Hawkes, owner and operator of Cardinal Skate Shop, said business is down about 30 to 40% from last year.
