A special weather statement was released by the National Weather Service on Monday at 6:20 a.m. until 8:30 a.m. for Rockland and Westchester counties.

"Standing water after yesterday's rainfall has resulted in the formation of patchy black ice in spots where air temperatures have fallen to near freezing. Anyone out driving or walking early this morning should use extra caution," describes the weather service.
