Her daughter Emma was 27 when she was murdered by Iain Packer – easily one of Scotland’s most dangerous sexual predators.
After the mum’s relentless campaign, the Scottish Government finally ordered an independent public inquiry into what went wrong with the original investigation.
But its terms of reference, announced last week, suggest it will examine only the actions of Strathclyde Police, which merged into Police Scotland in 2013 – 11 years before Packer, a prime suspect freed by detectives, was finally convicted of Emma’s murder.
