SAN ANGELO, Texas (Concho Valley Homepage) — The San Angelo City Council voted unanimously to continue the city's membership in the West Texas Weather Modification Association.

The WTWMA has been around since 1995 as a "rain enhancement project" for the Concho Valley, according to their website. Their website claims that cloud seeding has increased precipitation by 15 percent in the area.

Shane Kelton, the Executive Director of Public Works for the City of San Angelo, explained the need for weather modification.

"Out here in West Texas, we're dry, most of the time," Kelton said. "Every chance we get and every cloud that comes by, we want to make sure that we're taking as much advantage of those situations as we can. It's an enhancement program where they enhance the cloud with more mois
