Congestion pricing has been a great idea for years. London has used it to reduce pollution and traffic in the center of the city.
However, Aspen has an inconvenient problem. Highway 82 is a state highway extending from Glenwood Springs to near Leadville. Technically, Aspen is a stopping point in the middle.
I presume a program to charge for congestion would require a technical adjustment to prevent those traveling through Aspen in months when Independence Pass is open from the charges.
There are alternatives. Aspen could require those driving to work from downvalley to purchase permits to park anywhere in Aspen. Special passes could be allocated to those transporting three or more people. In Denver, those carrying three or more are exempted from tolls.
